The Saudi Final Exit visa requirements come down to three things: a valid Iqama window, a passport with enough validity, and a file with no blockers. This guide walks each one in the order Jawazat checks it.
A Final Exit visa is the Jawazat permission that ends an expatriate’s residence and lets that person leave Saudi Arabia for good. It is issued on Absher, Absher Business, or Muqeem, and the national portal lists the same service. It is usually free on those government channels. Typing centres that charge you are selling help, not a visa fee. Do not pay a “government Final Exit fee” that the official service does not show.

Saudi Final Exit visa requirements start inside the Kingdom
The Muqeem service description on the national platform is blunt: the person whose visa is being issued must be inside Saudi Arabia at the time of issue. A Final Exit requested while you are already abroad is the wrong product. If you are out on an exit-re-entry that you now want to turn into a permanent departure, that is a different conversation with the employer and Jawazat. This article is the ordinary in-Kingdom Final Exit.
The same official page says the passport of the person receiving the visa should have 60 days or more of validity. Pack that check next to the Iqama check; they fail independently.
The Iqama window Jawazat described in January 2025
On 9 January 2025 the General Directorate of Passports (Jawazat), as reported by *Saudi Gazette*, set out how remaining Iqama validity maps onto a Final Exit:
Under 30 days of Iqama left: the visa cannot be issued. The employer or head of household should renew the Iqama first.
30 days to under 60 days: the visa can be issued, and its duration matches the remaining Iqama.
60 days or more: a typical 60-day Final Exit is issued.
Read that twice if your Iqama dies in three weeks and your flight is in ten days. The system would rather you renew — and pay whatever Iqama renewal currently costs — than print a Final Exit onto a card that is already almost dead. We are not quoting an Iqama-renewal fee here; look at the Absher or Muqeem payment step if you are forced to renew.
The 60-day visa, when you get it, is not a suggestion. Official Muqeem text says the visa must be used within two months of issuance or fines follow the regulations. If you miss the window, you do not keep a quiet extra week. You start again, with the same blockers still in the file.
These January 2025 bands are Jawazat’s public explanation as carried by the Saudi press. If Absher later shows a different remaining-day rule, follow Absher and the national portal, not a print-out of this paragraph.
Blockers that stop the button
Jawazat and the national-platform Muqeem page list a set of hard stops. They are boring, and they are why people sit in Riyadh with a sold apartment and no boarding pass.
Traffic fines. Pay them, for the worker and, where the system still ties them, for related parties the service checks. SADAD clearing can lag a day. Do not screenshot an unpaid total and hope the airport overlooks it.
A vehicle still in your name. The official Muqeem prerequisites say the individual should not have a vehicle registered in the system. Transfer or sell first, then wait until Absher vehicle services no longer show you as the owner.
Biometrics. A fingerprint is required for males and females aged 15 and above. A teenager on your Iqama is not “just a child” for this purpose. If they never completed Jawazat biometrics, that is a blocker, not a paperwork footnote.
An unused previous visa, or a still-valid visa. You cannot stack a new Final Exit on top of an unused exit document the system still considers live. Cancel or use the old one first, following the official cancel path.
Status flags. Deceased, absconding (huroob), or recruitment-offence (istiqdam) records on the employer, the worker, or a family member in the request will stop issuance. Those are legal statuses, not typos. They need the authority that created them.
Labour or court holds. An open labour case or a travel ban will not always appear as a friendly error. Check Qiwa / MHRSD and Absher inquiries, and do not treat “no news” as clearance.
Dependants. A primary holder is expected to leave with family members tied to that Iqama in the way Jawazat currently requires. Leaving a sponsored spouse behind without transferring or exiting them is how files bounce. Confirm the household rule on the service for your case.
Employer objection window. On worker-initiated or self-service paths, an employer objection window exists. The visa is not always instant just because you clicked confirm. Your sponsor may have a defined period to object. We are not freezing that period into a number here, because the live Absher/Muqeem wording is the one that counts. If you are leaving on bad terms, assume the window is real and plan flights after it closes.
Who clicks the button
For most private-sector employees the employer issues Final Exit on Absher Business or Muqeem. Heads of household issue it for family members and domestic workers on Absher Individuals. Some contract-ended workers can start a request themselves; that path still runs through Jawazat platforms and still hits the same blockers. Investors and certain senior roles have a separate Ministry of Investment service — do not use this worker/family article as their manual.
After issue, the employer is expected to handle the physical Iqama as Jawazat instructs. Keep a digital copy of the visa page from Absher until you have crossed the border.

Fees
Jawazat, in the same January 2025 explanation reported by *Saudi Gazette*, said the electronic Final Exit service on Absher, Absher Business, and Muqeem is free. The national-platform listing does not put a government charge on the ordinary issuance path we are describing. We will not invent a fee. If a PRO prints an invoice, ask which line is optional private service and which line is on the government screen. If the official screen is zero, the visa is zero.
FAQ
Can I get Final Exit if my Iqama has 20 days left? Not on the January 2025 Jawazat explanation. Under 30 days, renew first. Confirm on Absher or Muqeem the morning you apply.
My Iqama has 45 days left. How long is the visa? On that same Jawazat banding, the visa duration matches remaining Iqama — here, 45 days — not a full 60. Do not book a 55-day wrap-up.
Is passport validity really 60 days? The Muqeem service page on my.gov.sa lists passport validity of 60 days or more as a prerequisite. Treat it as a gate unless the live form says otherwise.
Do I need to be in Saudi Arabia? Yes, for this issuance path. The official Muqeem text requires the individual to be inside the Kingdom when the visa is issued.
Must my 16-year-old complete fingerprints? The official prerequisite is a fingerprint for males and females from 15 years. Budget a Jawazat biometrics visit for that child.
Who can object? An employer objection window exists on relevant paths. Check the current period in Absher Business / Muqeem rather than trusting a forwarded WhatsApp.
