Worked example

Send amount 1,000, transfer fee 15, provider quoted rate 22.7. This tool follows the convention used in its own script: the fee is deducted from the send amount first and the remainder is multiplied by the quoted rate. That gives (1,000 minus 15) x 22.7 = about 22,359.50 in the recipient currency as an illustration.

Mini-example: a rival quote with no fee but a rate of 22.3 gives 1,000 x 22.3 = 22,300, so the higher-fee quote is still better here.
