Ejari is how Dubai records that you actually rent the home you say you rent. The Dubai Land Department (DLD) holds the register. You file the tenancy through Dubai REST or DLD’s website, or you stand at a Real Estate Services Trustee Centre and someone files it for you. Until that certificate exists, DEWA will not treat you as the tenant of the premise, and family-residence files in Dubai often stall for the same missing number.

What Ejari is — and is not
Ejari (often labelled as tenancy-contract registration on DLD pages) is the official registration of a unified tenancy contract against a property that already sits in DLD’s records. It produces a contract number and an e-certificate. Landlords, tenants, and licensed property managers can file, depending on how the title is held and who has access in REST.
It is not a tenancy law judgement. It does not decide whether a rent increase is legal. It does not replace RERA’s rental-index arguments. It does not move your furniture. It is the government stamp that the lease exists, on these dates, at this rent, for this premise.
You need that stamp for ordinary DEWA move-in. DEWA’s own move-in FAQ states that tenants enter an Ejari number when applying, and that a valid Ejari replaces the old paper tenancy for that service. Free-zone premises that DLD and DEWA treat as exempt follow a different path — DEWA says so on the same page — so do not force an Ejari story onto a free-zone warehouse if DEWA told you the premise is exempt.
Dubai family-residence renewals through GDRFA also commonly ask for a registered tenancy. If your spouse’s visa is in Dubai, an expired or missing Ejari is one of the boring reasons an otherwise complete file sits.
Online versus trustee: two channels, two totals
DLD describes the same registration two ways.
Dubai REST app or DLD website (self-service) Published component lists in 2026 roundups, taken from DLD’s register/renew service page, add up to about AED 177.75:
AED 100 — tenancy-contract registration
AED 10 — knowledge fee
AED 10 — innovation fee
AED 55 — service-partner fee
AED 2.75 — VAT on the service-partner fee
That AED 177.75 is arithmetic on those lines. It is not always printed as a single DLD total. Always confirm the live fee on DLD’s register / renew tenancy contract page and on the REST payment screen before you tap pay.
Real Estate Services Trustee Centre (in person) The same government pieces (AED 100 + 10 + 10) appear, but the service-partner fee is listed higher — commonly AED 95 plus VAT. Roundups therefore quote about AED 220 for the trustee counter. DLD’s own wording on VAT for the trustee channel is easier to misread than the online line, which is one reason third-party totals do not always reconcile to the dirham. Confirm the amount the cashier displays. A typing centre that is not a licensed trustee may add its own private charge on top. That extra is not a DLD fee.
Older articles still say “Ejari is AED 120 online.” That figure was a partial sum (registration + knowledge + innovation) from before the service-partner line was obvious on the English page. Do not budget AED 120 in 2026 and then argue with REST.
Cancellation is often described as free online and as a smaller trustee charge. We are not printing a cancellation table. If you are ending a lease, read the live DLD service for cancellation, not this article’s registration numbers.
Documents you should have on the table
DLD and REST ask for a short, strict pack. The names below are the ones that actually unlock the form:
Unified tenancy contract, signed, with start date, end date, and annual rent that match what you will type.
Emirates ID for the tenant (and, where REST demands it, the landlord).
Title deed data for the unit — REST usually pulls this from DLD if the owner file is clean; you still need the deed number if the pull fails.
DEWA premise number (the nine-digit premise, not the account you have not opened yet).
Add a trade licence if the tenant is a company, and a power of attorney if someone is signing for an absent owner. Photographs of passports help a trustee clerk; REST wants the IDs the system already knows.
Mismatches are the main delay: rent in the PDF is AED 85,000 and you type 80,000; the premise number belongs to the neighbouring shop; the owner’s Emirates ID is expired so DLD will not let REST complete. Fix the source document. Do not “round” the rent to make the screen happy.
A simple move-in sequence
1. Sign the unified contract with the rent and dates you can live with. 2. Register Ejari in REST (or at a trustee) and pay only the amount the official screen shows. 3. Keep the Ejari number. DEWA’s move-in flow asks for it; GDRFA family files often ask for the registered tenancy as well. 4. Complete DEWA activation on dewa.gov.ae or the DEWA app. Security deposits and DEWA activation charges are DEWA’s, not Ejari’s. Do not mix those tables. 5. If a property manager said “we will do Ejari,” ask whether they will file through REST at the government total or through a trustee plus their own fee. Get that in writing.

Who should file, and when
Either party can file when REST allows both IDs to authenticate with UAE Pass. In practice the landlord or the managing company usually starts the file because they already have the title-deed link. Tenants still need to check the certificate, not the WhatsApp screenshot. Open REST or DLD, look up the contract number, and confirm the dates and the rent.
Register as soon as the contract is signed if you need DEWA in the first week. Do not wait until school starts. Renew Ejari when you renew the lease; a new term is a new registration, not a silent extension. If you leave, cancel so DEWA and the next tenant are not fighting your old file.
What this article will not do
We will not call AED 177.75 or AED 220 a “guaranteed 2026 tariff.” DLD can retune partner fees and VAT display without sending us a memo. We will not list typing-centre extras as government law. We will not file your contract.
If a broker’s invoice, a Facebook group, and REST disagree, believe REST and dubailand.gov.ae. Then pay.
FAQ
Is Ejari mandatory for DEWA? For ordinary tenants outside exempt free-zone cases, yes. DEWA’s move-in service tells tenants to enter the Ejari number and says Ejari replaces the traditional tenancy contract for that request. Confirm on DEWA’s official move-in page if your premise is unusual.
Why do some sites still say AED 120? They are adding only AED 100 + 10 + 10 and ignoring the service-partner fee and VAT that DLD’s current English service page lists for REST. Budget from the live DLD/REST total.
Can I register without the title deed? REST needs the property to exist in DLD. If the owner’s deed is not linked, the file stops. A trustee can often see what is missing faster than a first-time tenant. Bring the deed number.
Does Ejari replace a family-visa tenancy requirement? In Dubai, a registered tenancy is commonly part of the GDRFA family file. Ejari is evidence. It is not a visa. Immigration still runs on GDRFA or ICP rules.
Online or trustee — which is cheaper? The published online stack is lower (about AED 177.75 versus about AED 220) because the partner fee is lower. Confirm both on the official page the day you pay. A private “typing” markup is extra either way.
