This guide explains UAE document attestation in plain terms. Attestation is how a civil paper becomes usable in another country. In the UAE, the Ministry of Foreign Affairs (MOFA) attests the signatures and seals on documents issued inside or outside the country. MOFA decides whether the document is accepted and what you pay. Gulf Expat Tools (Shekh Firoj, Qatar) publishes a preparation checklist, not a filing service.
Start on the official channels: mofa.gov.ae and the UAE MOFA smart app. Use the UAE document attestation checker to see which chain your paper is on before you pay a typing centre to guess.
This article covers the civil papers most families actually need: degrees and transcripts, marriage certificates, and birth certificates. Commercial invoices and certificates of origin are a different service (eDAS) and are not treated here.
What attestation is, and what it is not
MOFA’s attestation service page says attestation certifies the authenticity of the signatures and seals on documents issued within or outside the United Arab Emirates. It is not an equivalency decision, a visa, or a school place. KHDA, the Ministry of Education, a university, or an immigration officer can still ask for extra steps after the stamp.
MOFA’s FAQ lists personal-status (individual affairs) documents as including educational documents, birth certificates, death certificates, medical reports, good-conduct certificates, marriage certificates, court-issued certificates, personal powers of attorney, employment papers, bank statements and similar. Certificates and transcripts are treated as two different documents.
Two directions: issued in the UAE, or issued abroad
The ministry splits the work.
Documents issued in the UAE. You sign in with UAE PASS and apply for attestation in the UAE. The site assigns the route automatically: digital attestation for eligible original digital files, or courier-based attestation for papers that do not meet the digital rules. You do not get to pick the cheaper-looking path by mis-labelling the issuer.
Documents issued outside the UAE. MOFA’s FAQ is explicit. The original must first be attested by the ministry of foreign affairs of the issuing country. It can then be attested by the UAE embassy or consulate in that country, through MOFA’s online channels. The original must then be attested in the UAE through mofa.gov.ae or the UAE MOFA app.
That last sentence is why families get stuck. Home-country attestation is not optional decoration. A degree printed in Kerala, a marriage record from Cairo, or a birth certificate from Manila is not a UAE document until that chain is complete.
Home-country chain, then UAE MOFA
Think of the file as a relay.

Mission procedures differ; MOFA points you to UAE missions abroad. If there is no UAE mission in the country where you are, MOFA’s FAQ says to contact the ministry call centre on 800 44444 or use the Contact Us page.
Digital UAE-issued files (for example some birth certificates issued through health authorities) can skip the courier bag when they meet MOFA’s digital rules: original digital PDF, issued by a supported authority, with a QR code, barcode, link or reference number, unaltered. A phone photo of a paper is not an original digital document. MOFA says so.
What to prepare, not how to file for you
MOFA’s published requirements are short and easy to fail:
original document in English or Arabic, or an official translation
already attested by the appropriate governing bodies
not laminated
For a degree, that usually means university, home education authority where required, home foreign ministry, UAE mission, then UAE MOFA. Transcripts are a second document. For a marriage certificate, the civil registry and home foreign ministry come first. For a birth certificate, the health or civil authority that issued it comes first. Inside the UAE, MOFA’s FAQ gives a clear example: a birth certificate must be attested by the Ministry of Health and Prevention or the local health authority before MOFA.
Do not laminate the original. Do not crop stamps out of a scan. Do not change a name spelling between the degree and the passport without a linking document. The application cannot be edited after submission; a rejection means a new application.
Fees: MOFA sets them, this page is not a tariff
This is not a fee table. MOFA sets the fee and the portal shows the payable amount before you pay. The ministry’s FAQ currently publishes personal-status attestation at AED 150 and commercial documents at AED 2,000, and it also publishes courier options at different prices and speeds. Courier charges are not the same thing as attestation charges.
How fees are calculated, according to the service page, depends on the number of documents, the attestation completion option, whether embassy attestation is included, and whether the paper is personal or commercial. The total is displayed before payment. If the FAQ, the Attestation Guide and the checkout screen ever disagree, the amount on the official checkout is the one you are being asked to pay. Confirm it on mofa.gov.ae the day you apply.
Refunds for rejected applications are described on the FAQ as credited under the ministry’s refund procedures, with an automatic path often described as within 14 days. Delivery fees may be treated differently. Read the rejection reason; rejected files cannot be reopened, only replaced.
Example: a marriage certificate issued abroad
Karim has a marriage certificate issued in his home country and needs it for a UAE family file. He does not start at MOFA. He obtains a fresh original from the civil registry, completes home-country attestation including his home foreign ministry, applies for UAE mission attestation through MOFA’s channels or at the mission, then submits the original for UAE MOFA attestation via the website or app, using UAE PASS. If the certificate is not in Arabic or English, he adds a legally certified translation. He pays the amount the portal displays. He does not treat a typing-centre quote as MOFA’s fee.
That sequence is preparation. Filing is the ministry’s.
FAQs
Where do I apply?
On www.mofa.gov.ae or the UAE MOFA smart app, signing in with UAE PASS. Customer Happiness Centres for attestation are closed; the ministry says the service is electronic.
Do I need home-country stamps before UAE MOFA?
Yes, for documents issued outside the UAE. MOFA’s FAQ says the original must be attested by the issuing country’s ministry of foreign affairs, then by the UAE mission, then by MOFA in the UAE.
Are a degree and a transcript one document?
No. MOFA treats educational certificates and transcripts as two different documents.
Can I choose digital attestation to save time?
No. The website assigns digital or courier-based attestation from the issuer and document type. Digital attestation is for supported original digital UAE documents. Do not select a wrong issuer to force a path.
Who sets the fee?
MOFA. The payable total is shown before payment. This article does not publish a live tariff. Confirm on the portal and the Attestation Guide.
Can someone else submit for me?
MOFA’s FAQ says anyone can attest documents on your behalf. You remain responsible for accurate information.
